Interim City Manager Wayne Handley is a dedicated leader with a lifelong commitment to service across military, law enforcement, and mental health fields. A U.S Marine Corps veteran, he built on that foundation with more than 25 years of progressive responsibility in public safety, including serving as Chief of Police and Interim City Manager. His career reflects extensive experience in executive leadership, investigations, community engagement, and officer wellness initiatives.

As a Licensed Professional Counselor in Virginia, Wayne Handley brings a unique perspective that blends public safety leadership with advanced clinical training, specializing in resilience, trauma, and peer support for first responders and veterans. Beyond professional roles, he is deeply invested in strengthening community trust, supporting local charitable foundations, and mentoring the next generation of leaders.

He is passionate about fostering resilience, ethical leadership, and sustainable community partnerships, he continues to serve others through counseling, consulting, and civic engagement.
